External hard drive back up

I want to back up an external hard drive to another external hard drive. Can someone provide me step by step instructions? I am running a PC with Windows XP.
 
Thanks for the reply Cromwell. Unfortunately I'm 80 percent computer illiterate and don't know what you mean by copy the root drive to the other drive. I also looked at the site you mentioned and am not sure how that works. Can you provide me more guidance on how to copy the root drive to the other hard drive. I'm assuming I plug both externals into my laptop via the USB and then go from there some how, but don't know what to do next. I'm afraid if I experiment I'll mess up the drive I'm trying to back up. Any further help you can provide will be greatly appreciated.

I literally meant open the drive select all and copy then go to the other drive and paste. Imaging is a better option though. There should be drive imaging programs that will copy the drive exactly to another one.
 
Thanks again. Just so I am clear: If I plug in one external hard drive thru usb port, I can then copy that drive to another external drive by plugging the second external into another usb port? I would then just copy and paste the contents of external drive one to external drive 2? I did not think I could run two external hard drives at once.

You should be able to yes. The only thing that may prevent you from using 2 externals at once is if they both draw power from the USB hub and if your hub can't supply the power needed.
