External hard drive remains turned on after shut down

Whenever I turn off my PC, my external hard drive stays on.
It has a little light, and it flashes slowly, the same as when I don't use it, so I'm guessing it's in standby.
Is there a way to turn it off completely? I don't think it's good for it to remain always powered on.

It's impractical to move the monitor and get in the cranky small space that the drive sits in just to unplug it every single time.
Isn't there a way to unpower all ports when the PC gets turned off?

Check bios settings for standby power setting, basically used to charge devices. My mouse stays on when pc is off.
