External HDD to FAT32?

So i need my external HDD in FAT32 format. I used swissknife and it says its in FAT32 now but my computer is still not picking up the drive. Any suggestions? thanks.
 
Go to Computer > Manage > Disk Management and see if it shows up there. If possible, right-click on the partition and assign drive letter. If it's an unknown format, I'd suggest formatting it through Windows. if it won't let you choose FAT32, eh...what's a good program... Any Linux Live distro should have the utilities to format it.
 
so i reformatted the drive to FAT32, and it gets picked up by my PS3. and I think all i need to do is assign the drive a letter but when I go to do this i keep getting an error message saying:

The operation failed to complete because the Disk Management console view is not update. Refresh the view by using the refresh task. If the problem persists close the disk management console, then restart Disk Management or restart the computer....

I have tried restarting and the error still comes up.
