Fallout 4 suddenly having issues loading

This started two days ago. I'll go to play Fallout 4, but when I launch the game, all I get is a black screen with the spinning blue "loading" cursor. The only way to get the game to load is to reboot the PC then try to launch it again. Other times I'll go to load a quicksave and instead it will just sit on the loading screen for an eternity until I finally get pissed off and just CTRL-ALT-DEL and exit the game by task manager.
 
I just discovered restarting the steam client works instead of rebooting and also can the PSU actually cause loading issues?
 
A faulty PSU can cause many strange issues, much like a dying battery in a car. I had a cheap PSU a while ago that was hit by a few brown outs due to construction not far from my house, replaced it with a good PSU and have never had a problem since then. Are you able to see your voltages in your BIOS? If so check it, if any values drop below what there supposed to especially on the 12 volt rail then it's get a new PSU ASAP.
