That really depends on how loaded the CPU (how much heat its generating) and how good your HSF is.but shouldnt the heatsink be warm to touch? Mine is pretty cool
That could definitely be the reason your getting such high CPU temps in BIOS and lower sensor temps.Make sure that the heatsink is properly mounted and you have good contact with some thermal grease in between.
