Fan not working

I suddenly realized that my fan... or more than just my fan, is not working.

To start with, the fan (FAN 3) is not working. It's the fan at the back of the power supply. Coincedentally the USB ports that are next to the power supply are not working as well.

I have an IBM ThinkCentre S50 (8183-NUT).

I have it opened right now- I'm not sure if this is a hardware issue or a software issue.
I use speedfan to monitor my settings. It displays the fan at 0 RPM

power supply fan runs in bios mode, but not when running windows

Put your hand at the back of the power supply when the system is on, so next to the grill at the back, and if you feel air movement, the fan is on. Don't trust speed fan unless you know it isn't on, the physical hard ware will tell you more than a piece of software

If you have already done this, check the fan seating and try reinstalling speed fan, it may be messing with it while in windows
