Fan speed %

Hi there,

I was just hoping someone might be able to tell me if it matters that the default fan speeds in my computer fluctuate up and down 1%? the cpu fan is up and down every 2 seconds on the dot 30%-31%

I apologize if this is a silly question I'm new to this. thanks.

is this normal or something that should be adressed?

Fan speed will always fluctuate up and down depending on the temp of the processor. Even the case fans will fluctuate a little.
