I was planning on adding some fans to my case cuz it gets kinda hot. Also, I eventually wanted to upgrade mt CPU fand and also my GPU fan. I have one 120mm fan slot and 2 80mm fan slots. I am on a budget. :(

What would be the best fans (most airflow and least noise)?
What is a good CPU fan (again, most airflow and least noise)?

Silverstone 120mm max cfm ~110(includes a fan contoller)
i have it and love it b/c it moves tons of air and since you can adjust the speed you can have it really low so its silent or of course at max its loud(when needed like playing a game where you wont really hear it anyways)

Big Typhoon one of the best HSF but a bit pricey
or
Artic cooling Freezer 64 Pro very cheap and very good.

Is it better to cool the inividual components (cpu, gpu, ect.) or is it better to cool the case? I'm not sure whether to buy fans or cpu and vga coolers
 
well wat are your temps?
id improve my case cooling first, as if it was bad, then the inividual coolers wouldnt properly cool as good b/c thier would be alot of hot air in the case.

According to my case thermometer probe thing, my average case temp is about 40˚C. When im playing a game it gets hotter

(40˚C=104˚F)
 
case fans b/c id improve those first as you want to have all the hot air out and the cold air comming in to cool the parts.
