Find out what program is using a certain file.

I have a file which I can never delete, even in Safe Mode, as it is being used by a program.

Is there a utility out there which will tell me what program is using it, so I can turn it off and delete the file?
 
I use a free program called Unlocker. It displays the process(s) that are locking a file, and give you the option to either kill the process or remove the association whilst keeping the process active.
 
How annoying. Unlocker says there's nothing using the file, which I agree with, but I still can't delete it.
Not even using the delete feature within Unlocker? If it says nothing's holding it, there's a drop down menu to take no action, have it deleted, or have it moved or renamed.
 
In Filemon, if I delete every instance which has the file I;m trying to delte from the list of processes, I STILL can't delete.

Does deleting a thread actually stop that process?

(I've had nothing but trouble trying to burn my first movie, so am just uninstalling Nero and deleting all images. I just have this last hurdle.)
 
Killbox does **** all after rebooting, so booting to DOS is the best option. Now, to work out what to do when I boot to DOS...

EDIT: Would anyone be able to walk me through it?
