Firewall breaching - Student ISP

I've moved into student accommadation and have the internet in my room. But the ISP has a built-in firewall. I'm using BitTornado and have very slow download speeds and the light is constantly yellow. Basically, I'm behind a firewall.

Before I came here BitTornado was not firewalled, I'd allowed BitTornado through it and still do. So what I'm asking is this. Is there a way to breach a firewall like this safely and legally without having to make contact with the ISP?

Also, can the ISP or the other people connected to the shared internet connection see my activity? I'm just a little weary because it is a shared connection.
 
That's fair enough, I understand. But can't you do it through changing proxy settings or something like that? Or is helping me out in anyway just out of the question?
