since i am going to build my first comp, i am wondering that when i have everything installed/sat, do i first boot into the bios and do a fresh OS installed?.. i mean are there any sepcific steps for doing this?... i am lost

You will want to set your BIOS settings before anything else. I would then format the hdd, and then install the OS. Next, I would update/install your drivers, install updates to the OS, and then install any programs you may want.

I myself will be doing a first build once I my parts come in. What BIOS settings must be changed? I'm still learning how to work in BIOS. Will this be the screen that comes up when I start up my computer for the first time?

It really depends on what BIOS you have and how your MOBO is set up. Some people have to go into their BIOS and program quite a lot, like the processor speed, others have jumpers for that on the MOBO. My MOBO kind of detected the processor speed and I didn't really have to do much with the BIOS at all. You should have a manual with the motherboard, look at that. It will tell you what each option in the BIOS does. I wouldn't try to overclock or anything, just set the processor speed, ram, and boot drive order and then exit the BIOS to start with. You can play with setting later.

I don't think so. You will will have to press delete or what ever key the manuel says to get into the bios.
