Flatscreen monitor to be used as monitor or TV?

I am planning on purchasing a flatscreen LCD TV in the near future, and I want to know if I should watch programs I have recorded onto my hard drive through a TV tuner on the screen or use a dedicated PVR set-top box? In other words, if I have recorded a program on my laptop and use the LCD TV as a second monitor to watch the program will there be any difference in quality than if I watched programs directly on the TV without using any kind of computer interface? The reason I'm asking is I'm trying to decide if I should invest in a hard disk DVD recorder or use a TV tuner and save programs on my PC's hard drive. Video quality is important, but not that important. If there is no noticeable or significant reduction in quality using a TV tuner, then I'm not concerned.
 
When you say graphics card do you mean the TV tuner card or do you mean the video card? I do have a very good graphics card in my computer. By the way, I'm using a laptop, so the TV tuner would have to be USB. What is the best USB TV tuner currently available?
