Flickering monitor

I have an old monitor, about from 98 or so, and it is constantly turning on and off. Is this a fixable problem, or is it just dying?
 
Yeah, but I cant change that, it is not the removable kind.

It is totally tightened, i checked that
 
Unscrew it from the monitor... now if its the type thats moulded to the monitor then unelss you wanna dewire it .... then not a chance

i had an old monitor and i had the same prob, i used to run it at 1024x720 and that was the prob, i ran it at 800 x 600 and never had the problem since
 
How would I change that?

it is win 3.1 or 3.11 I dunno which, and i have almost 0 experience with that crappy OS

If its crapping out on Win31 then its just a case (most likely) of "too damn old"

The monitor aint that old, it's newer than mine.

Does anybody know how to change res settings on win3.1???
