Format a Hard Drive, What really happens.

I have been curious about this for some time, If you reformat a hard drive it does not delete everything correct.

It will delete everything on the drive as if you bought it new but there is still information and is deep into the drive. So if you format a hard drive to try and erase something. The ( FBI, Etc.. ) can dig deep into the hard drive and recover important information, Correct?

Educate me.
 
it depends on how good of a format it does, there are some programs that will format over and over like 10 time so there is no way the data can be recovered, but a quick format the data can usually be recovered.
