Format CD-R Disk using Win XP

Operating system is Win XP
I cannot format a new CD-R disk (XP wil not recognize it)
But I can format a CD-RW disk
When a new CD-R disk is placed in the CD tray XP does not recognize it.
However when I place a non formatted CD in the tray and run "Norton Backup"
it writes to the disk without any problem.
QUESTION
How can I format a new CD-R disk using Win XP?

You don't want or need to format a CD-R (Compact Disc - Recordable) disk because then you won't be able to write to it. You only need to format CD-RW (Compact Disc - Re-Writable) disks if you want to get rid of the data.

CD-R discs are a one time write (unless you make it a multi-session disc with something like Nero) and formatting would be that one time write.
