Formatting an HDD outside of Windows

I screwed my junk up, CF. I need to reinstall Windows.

The problem is, I don't think my HDD is formatted correctly. This is my only computer/hard disk. I could potentially borrow a friend's computer to format my disk in Windows but I want to see if there's another option first.

Are there any programs that I can burn to CD/DVD that will format an HDD to fat32 (that's the right one, right?) outside of Windows?

For some reason the format option is always grayed out when I install Vista Business.
 
I know of none. Although you could use like fdisk in boot disks... but those has limited GBs they can format :(

Have you just tried not to format and continue installation?
