Found the problem why it wont start. PLZ answer!

I have troubleshooted alittle more now and removed all the stuff from the moderboard and put it on one after one. But when I got the CPU it wouldnt start, and when I remove that it start. So its defenitly the CPUs wrong that it wouldnt start. I have checked on it and its not burned or anything like that but on its "feets" it has some thermal compound on it. Does that mather anything ?
If it does, how do I remove it ?

I would be VERY happy if someone took alittle of their time and answer!
 
If there's thermal compound on the CPU's pins then there's also in the slot too. So it's hard to remove it. But if you turned on that thing, the CPU (and/or the mobo) could have been damaged, since
Thermal compound should be kept away from electrical traces, pins, and leads. The compound is slightly capacitive and could cause problems if it bridged two close-proximity electrical paths.
 
Ouch! ya I would also imaging that it would be damaged but you never know.. Good luck.
