FPS and artifacts problems

My specs are:
Pentium D 3.2 ghz
BFG GTS 250 OC edition@802mhz core, 1274mhz mem, 1944mhz shader.
2 gig of ram
2 1280x1024 monitors

I have two problems:
1) In gpu stress tests such as ATItool, I get major YELLOW dots, not the normal black artifacts. Also, in FURmark or OCCT, i cant run em for more than a minute wihtout it closing with a message saying "Nvidia display drivers have stopped responding and have recovered." I have the latest drivers so it must be my OC.
I dont wanna under clock it because....

2) I get horrible FPS in minecraft. i get 25-50 fps with max settings and 29 fps average. WHAT IS THIS??!!??? Not too long ago I was getting 150+ fps all the time on a freaking PENTIUM 4 HT! Im guessing the LOW fps has to do with my Nvidia driver settings and my Card stability...

What should I do to make my card stable and achieve good FPS in minecraft. IDK if this helps but in portal i get 80fps when walking in large rooms and 150 fps when in small ones. IS that bad? This is with 100% MAXIMUM settings available.

Have you updated the drivers? Have you checked your psu to make sure its within specs?
 
Just because you have a higher rated psu doesn't mean its putting out the specified voltages and amps. I would either suspect bad psu or bad video card. Try the video card in another system that can handle it and see if you still get the issue.

I see what you mean. Here is the card's exact requirements.

475W PCI Express-compliant system power supply with a combined 12V current rating of 26A or more

Here is what Ive got:

I notice that none have an output of 26Amps... Is that my problem? Would that really affect the performance badly?

I lowered everything to the standart shipped clock. ATItool does this:

Those yellow dots on the top start out with less and more and more just gather over time. Those dots were a result of about 10 seconds of running the artifact scanner.

FurMark and OCCT no longer crash. IN furmark I get 50fps average and 90fps max wiht normal settings a 1280x1024. IS that normal?

EDIT: I changed the scanning mode in ATItool to the Older (More compatable) mode. I get about 1300 fps and no artifacts.

I wouldn't trust that psu to run that card effectively. That is a cheap power supply for only $45 USD. The ratings on newegg for that psu are bad.

The only 2 things you can do now is either try a different power supply or try that video card in another system to diagnose what could be the problem.

Ok, Ill look into getting a new PSU. But again, the low amperage and stuff really does make the card work inefficiently?
And i can TRY to put it in my friends computer but he has ATI so it will be a hassle with the drivers.
 
OK I have been doing some major research. I do not think my PSU is the problem here. Since it has 3 12-volt rails, if they aren't all under load (In my case, they arn't) then dont the amps combine? Also, everywhere I went, people are saying that the symtoms of weak PSU's are Random computer freezes, shutdowns, game crashes, GPU underclocks, and stuff like that. I don't have any of that. This is so frustrating! what else could cause the problems??? I didn't mention that im running Win7 32-bit. Got any other possible solutions? tweaks, anything! IDC waht it is just tell me!
 
If you don't think its the psu, then your only other option is trying the card in another computer. Without either trying a new psu or the card in another machine its kinda hard to tell you whats wrong. The next step is yours.
