FPS lower than it should be.

well, I got a new gaming computer a few months ago and it's not working as it should.
I hear from everyone else that my FPS is lower than it should. It's around 50 - 91. It stays at 91 most of the time, even if I lower the graphics too the lowest and all. What's wrong? My computer is better than all my friends comps, yet they have higher FPS.

Specs:

motherboard: Biostar TP43D2-A7 Intel P43+ICH10 chipset
Processor: Intel Core2 Quad Q6600 2.4GHz (4 CPUs) 8MB Socket 775
RAM: Plazir/A-data 8GB DDR2 PC6400 (2GBx4)
Graphicscard: Sparkle/Leadtek Nvidia Geforce 9800GTX 512MB GDDR3, TV-out, 2xDVI, PCIe
harddrive: Samsung SpinPoint 1000GB S-ATA300 32Mb
OS: Windows Vista Home Premium, SP1

What's wrong? I know 91 FPS is nothing to whine about but I want my computer to perform as good as possible

I play COD4 if it helps..

EDIT: I got the game running on all 4 processors.
 
91 FPS is great! Mine hangs around 55-75 and my game play is pretty smooth... The FPS will vary with games mostly and 91 FPS I doubt half of the people on these boards can get that.. :D
 
COD4 in multiplayer sits at a maximum 91FPS, I have tried raising it using the maxfps CVAR but Punkbuster didn't like it so I got a temp kick.

Punkbuster doesn't mind....It's the server that minds. Some servers are set to kick anyone that has a modified maxfps setting. Some servers don't have this setting.
 
I've been all over the forums and noone seem to be able too help.
Another question, if I get a new screen, will my FPS go higher? I just saw a guy with pretty much the same comp as mine, mine is actually a little better even, he had a 24" screen, and he was at 120 - 140 FPS and around 100 while firing, so if I buy a new screen, a better one, will I have more FPS?
 
Dont complain:P, I average 20 FPS, i max out at about 50-60, but thats very rare and usually only happens in low detail areas.(This is at all lowest settings and lowest res)
 
I know that 91 FPS is nothing to complain about, like I said in my original post.
I just want to max out my computer and get as high FPS as possible.

it goes up too 800 sometimes too, lol it feels quite nice to run around, very different xD


EDIT: im running the absolute lowest graphics there btw, and which ones of those commands do you think I should use?

(im not sure what stock is, keep messing around with the value of it till it's where you like it.)
