FPS Problem in CS:S

My friend just built his own computer. Here are the specs:
Intel E8400
GIGABYTE P53-DS3L
Sapphire HD 4850
G.Skill 2GB DDR2 800

We built it, installed windows on it, updated all the drivers, etc.
Then we installed Counter-Strike: Source.
Before we joined a server we changed all the settings to the recommended settings, then put in fps_max 101, cl_updaterate 101, cl_cmdrate 100, rate 25000, and join a server.
For the first minute or so, we get a constant 100+ FPS, but then the FPS drops to below 10 and stays there. The ping is fine, choke and loss all fine, and the in is fine as well. The odd thing we see is when the FPS drops, the out goes to like 10 k/s, which seems like it could be affecting the FPS.

We go to the video stress test, and get 100+ FPS, so we don't think it's a driver/hardware problem.

We're using Avira AntiVir for an antivirus, and I'm starting to think it's a firewall issue, but I've enabled both steam and HL2 in the firewall settings.

Any help?

Restarting steam didn't help.
 
Did you try multiple servers? How about HL2 does it run OK?

You using any haxies on your video card or any over clocking?
 
We tried a bunch of different servers (different ticks, pings, etc.). We don't have any other games currently to test out, but we might do that as well.

And as for OC, we haven't done anything. Everything is stock.
 
well CSS runs on my 9800 Pro, so that video card should handle it fine....

Does it only happen after a period of use?
 
I know it should run. I helped him build his computer, I knew the card and all that is fine.

When we run CS:S for the first time, it runs high FPS for a while, but then goes way down and stays way down. I'm thinking it's something to do with the out (not really sure what it means) in the net_graph, because we're getting a lot lower out k/s than I do at my house.

I'm going to try getting a different virus protector.
 
That card runs really hot. How are the temps?
IDK if this would do it but make sure its not overheating.
While youre at it, do the mod so the fan runs at like 40% speed...keeps mine at a decent temp without being too much louder.

What case is it/how is the air flow?


Try another game and see if he gets decent fps...
