Free cursor editing software?

hey guys , just wondering if you guys knew of any good free cursor editing software, i tried microangelo , its really good but its not free....thanks alot

There is this program Icon Edit which should be able to handle cursors, as well as icons.

Edit: wow.. its pretty good but the only problem is it cant edit animation cursors....but i still like it thanks
