Free program similar to photoshop?

Does anyone know a free software program that is similar to Adobe Photoshop?
I want to create a text design, but I don't want to pay a couple hundred dollars for Adobe Photoshop.

GIMP is nice, however, there is still no substitute for Photoshop.
Gimp has lots of good featurest tbh though

It really depends what you need it for... for most users Gimp offers everything they need.
