Freeze up since Power on.

I have a Dell 4600 that I manage to get to run after changing the PSU (Power supply Unit) and putting in a used processor (CPU worked in another machine) because at first it was just dead. Finally I got it to run, but now the problem comes that when I press power on, the fans start and the lights come on on the CD drives, the hard drive and the power button but it just stays like that. You don't see anything on monitor and you press Num Lock or Caps on the keyboard they don't light up. If you then hold down the power button for a couple of seconds then it powers down.

Dell has a 4 lights on the back that you can use to trouble shoot, but doesn't lights are no working. Anyone has an idea of what it may be wrong here?

One thing is know for sure that the cpu was supported by the board and that it was still good when you replaced the first one. A now dead cpu having simply quit at that time or the board is toast. If either one went nothing but the initial light seen on the drives and fans will work. You know the power is getting to through the board briefly. But that doesn't rule out that as the problem.
