FTP_ISP Problems

Very simple question.

in house 3 meg down 768up

Now the two other locations I need them to UP to about 3 gigs per day on an eight hour day. BUT, there Up is incredibly slow on both of their ends...Can ISP Providers switch upload/download speeds on DSL?
Can I change something?
