you don't really need two drives, if you are going budget, get the burner, it can double as a drive.
however if you are going to be copying cds, youll have to put them onto your hard drive and then burn them from there.
i would also suggest buying a cheaper case, although it won't look as cool, youll be able to get better parts, and then eventually when you have more money you can go back.
this way youll have more money for better parts
