im considering buying the gateway p-7811 on ebay. however, i saw that the ddr3 ram is only 800mhz (pc6400). any one know if the computer can effectively use 1066mhz ram? do computers generally come with the fastest ram they can use?

first your using ddr2 ram not ddr3 and 800mhz is perfectly fine i doubt ud notice an increase in using 1066mhz ram other than benchmarks.

And to your last question, if you buy from a manufacturer eg. dell than most likely they will give you the slower ddr2 667mhz, but if you were to buy a custom pre built pc than theres a good chance u will get 800mhz but if the person is stingy than they will skimp out and give you the 667mhz.

the p-7811 indeed has ddr3 ram clocked at 800mhz, which is the slowest ddr3 ram made. the technology for faster laptop ram must not have been out. according to this other post i read somewhere this guy's motherboard was able to use 1066mhz ddr2, but came with 800mhz because 1066mhz wasn't out then.
