Geforce 6400GT or Radeon HD 5450 for an old computer?

I've been looking to upgrade my graphics card for awhile now. My computer is pretty old but it runs everything great for me, all it's missing is a decent graphics card. I have a Dell Dimension 2400 with an i845G intel motherboard, 2GB DDR ram, Intel Pentium 4 processor/2.66 Ghz, OS: Windows 7. The only slots available on this computer are 3 PCI slots. So the card I'm looking for has to be a PCI card. I'm want to be able to play older games like Doom 3 or the Silent Hill games for PC and have Windows 7 look a bit more prettier (My current Geforce4 MX 4000 doesn't support Windows 7). Also when I go to watch youtube videos in HD my computer struggles to play it smoothly so I hope a better graphics card will fix this

The two graphics cards I can't decide between are a

They both seem like very good cards, and I like that the 9400GT is a 128-Bit card and has 1GB of video RAM. The only thing I don't like is that it has a fan on it and I read that these breakdown over time and I usually leave my computer on all day. The EVGA site also has this card for $60

However with the HD 5450, it's a DirectX 11 card with a heatsink on it so I don't have to worry about the fan giving out on me. This also has an HDMI adapter that I can use with my monitor. The catch is that it requires a 400W power supply. I was going to buy the 9400GT at $60 and a $45 430 Watt power supply which would have just put me over $100. But if I want the Radeon card then I'll end up spending close to $150

I'm just not sure which card would perform better. The 9400GT has double the Bus Width (128 > 64 Bit) and double the video ram. But the HD 5450 operates on faster memory and has the faster specs.

Which one would people recommend that I go with? I was trying not to go over $100 but if I can get better performance and life out of the HD 5450 then I'll go with that one.
 
The HD 5450 is a little better card. It ranks just one level higher than the 9400 GT on the Toms Hardware Hiearchy of video cards:

I beleive the chart is based on PCIe cards, but the relative performance of the two should still be valid for PCI cards.

Here is a review on the HD 5450 - just to give you an idea of the performance of the faster of the two cards so you do not expect too much from it.

Note that the review uses a system with other components that are newer and faster than yours so you might not get as good of performance as the test system.
