General reboot question

I don't know about anyone else, but I'm full of general computer questions that many of the resident experts at the computer forum seem to know and are willing to share. I can't help but think others wonder as well.

Here's my general question. When installing or uninstalling certain programs, some say the computer must be rebooted; others don't require a reboot. Why is this?

A reboot is required if the install/uninstall touched files that are in use.
