Getting lower resolution on HDMI vs. VGA

A have an issue that I can't seem to figure out.

So i recently bought a Toshiba 32AV502R, its a 32" lcd television that is 720p and according to the toshiba website has a native resolution of 1366 x 768, I was going to use this T.V. mainly as a display monitor. For my primary monitor I have a acerAL2216W monitor currently plugged in via DVI.
I have a ATI 5870 graphics card.

Now here's my issue.
My Acer monitor displays fine at 1680 x 1050, however when i plug toshiba in via HDMI no matter what resolution i set it at, the text is pixelated. It Is legible but no where near what it could be. However when i plug it in through a DVI to VGA adapter the resolution is a lot better than than HDMI.
What am i doing wrong..why is it that no matter what resolution i set the T.V. at the display is pixelated.

A second issue, because the acer monitor is able to display at 1680 x 1050, when i change the display resolution on the Toshiba to 768 x 1366 through VGA, the 32" t.v. according to the computer is smaller than the Acer resolution so moving windows back and forth to monitors is quite annoying, if you know what i mean.

It's your tv. It's trying to change the image size. I don't think it technically is a 720p tv, its a 1080i. Its capable of 720 but has slightly more pixels. You could try playing with the settings on the tv to try to get it to stop. Only other thing I can think of is that my 1080p 47" didn't like the YCbCr (i think, started with y) color option on my laptop. If I had it on that it tried to resize, but if I changed it to RBG it worked fine.
