You may want to look over the wires from the case harness for the reset and power switch/button. Upon first going to power up the case used here the ones for the power had lifted off of the small pins on the board. If you turn on the power supply breaker switch and see the drive light flash for a brief second that's place to look.
Have you gone over all of the power connections to see those are correct? Often if nothing is heard and no signal is seen on the screen you have a bad board. If the 12v four wire(yellow+black) plug is left out the system won't boot. That plugs in near the cpu socket. But you are probably going to need a replacement board. You could try another supply but....?
All my power connectors are pluged in. I think i Have a dead board. I went over my power switch and reset switch plugs there right and there plugged in.
Take a last look at the small pin block for the power switch, reset, power led, and hard drive led to see if those got lifted up. That happened here where the drive lights would light up for a few and fans would spin. Otherwise you are faced with shipping that board back for a working replacement. Recently I was asked to go a new build that saw two bad boards in a row. The vendor may have received a bad batch?
