Good 140mm Led case fan

Hi, I'm looking for a good 140mm LED case fan thats pretty quiet and powerfull. So far I've only found a XCLIO Amazing Fan with 1300 - 1800 ±10% RPM, 60.02 - 83.10 CFM, and 28 - 35.1 dBA. Is this good and quiet? And what is the dBA level for a quiet fan?

Also, are additional fans neccasary along with a water-cooling system?
 
Well the fan I can't help you with.

And you might want to have atleast one fan to dissipate hot air away from the north and south bridge as well as the Hard disks (and perhaps even the drive(s)). But if you include a north and south-bridge waterblock then you might not need a Hard disk cooler (or just put a HD-cooler instead of a fan on it for minimum noise and temps).
