Good Video card

im going to be building a system soon, with a pentium 4 2.8 with 512 ram and a 350 watt power supply, what video card would be a nice compliment to that. also a quick ? with my slow ass computer now some videos i watch are kinda choppy and stop and go alot is that due to a real crappy video card?

Radeon 9600
GeForce FX5500

U may possibly be able to get like a Radeon 9800/GeForce FX5800 for $120 if your pretty lucky, coz I havn't seen any that cheap, but I have seen 9600/FX5500 probably around $120-130
