google chrome problem

I had to reformat and reload XP, also Chrome, now Chrome is showing a weird page when I go to pay for an Ebay purchase, I can't pay, it is a strange looking page, can't see anything in settings or extensions, put Java in, still can't make a purchase, has anyone seen this?
 
are cookies disabled by any chance? you can always try getting older versions of Java on the web..

Other thing is, did you opt for 64-bit Java on a 32-bit device? It won't run if you did..
