how to backup photos from Android devices to Google account?

According to Google's help page, any edit or delete of a photo will "sync"

but after I;ve created backup on Google Photo but it looks like if I delete a photo manually on my mobile device, it does not sync and delete the photo on the Google account. It still appears on the Google side, not as advertised.

I'm a bit confused

Another question is - Once backup of the photos are made to the Google Photo, how can I restore those photos to a new device?
 
As you've found, using the Google Photos app is how you do this.

When you take a photo, it will upload to Google Photos, but if you want it to stay in sync you need to use the Google Photos app to view, edit, and delete photos. When you delete a photo from the Google Photos app, it deletes it from Google and your other devices when using that app. If you are using the stock gallery viewer it will not sync deletions or edits with Google.

You can't "restore" photos, but since you use the Google photos app they will all be available, you just need an internet connection.
