GPU Fan not spinning when idle

I'm not sure if this is a problem or not. I couldn't find any identical cases, but my friend just built a new computer and he noticed that the gpu fan was not spinning when the computer was idle (when he wasn't doing anything graphics-intensive). The temperature is cool at around 34 celsius, and the fan seems to kick in when he starts gaming, but we just want to find out why it's doing that.

Also, I don't think it is an issue with the graphics card because he returned it and got the same one and it still does that. I'm thinking it is maybe some setting on the motherboard?

Anyway, here is the build:
FX 8320 cpu
XFX HD 7770 2gb
Asus M5A97 Rev. 2.0
Kingston 8gb
Seasonic 520w psu
 
There's no need for the fan to spin when nothing is happening. It saves the fan from needing to work and allows it to last longer.

If he wants it on all the time, he can use a fan controller program to make it on all the time.
 
It should be just fine.

Go to the XFX website, register and check if there is any card bios updates.

Make sure you have the latest AMD drivers.

Then, if you still are worried, as said above, use MSI Afterburner and set a fan profile.
