You could do better on the power supply. Get this one:

Or he could get a Core 2 Duo/Quad which perform better. The phenoms aren't that great just yet.

Again, replace that EIDE drive with a S-ATA version, I've got an IDE drive and the cable is horrible. if you're into overclocking I'd also think of getting a motherboard with protection for the VRM's, otherwise the baord will die quickly.
