graphics becoming choppy and screen shutting off

Not exactly sure when this started happening but I've noticed after playing some games for a little while they will start to lag and stutter. Send like on gta it happens pretty often and it's horrible. I just replaced the mobo and processor and it still does it do I'm leaning toward the video card. It's a radeon 6990 and I've had it for a few years. All the drivers are up to date, especially after a fresh Windows 7 install. Also my screen will shut go black at random times at the desktop, sometimes flicker on and off a couple times and I have to turn it off, wait a sec and turn it on. It only does it once until comp is restarted. Any ideals of these are linked or a cause? Don't think the screen thing started until I updated drives and it also preceded the mobo upgrade
 
Have you ever blown out the dust in the heatsink?

What kind of temps are you seeing the card reach using something like CCC or MSI Afterburner?
 
I thought about that too. The catalyst one drive software has a temp gauge,as well as another program I have, and I haven't seen temps above the low to mid 70s
