Graphics card causes BSOD when overclocked.

symptoms:
Resetting display when Catalyst loads up.
Can't overclock or underclock.
squeeling sound when playing games.

My card works fine with standard use without trying to overclock it. the thing is, when i do, be it a 1mhz overclock or a 100mhz overclock, i get garbled display, and then a BSOD with garbled display. same goes for underclocking. after that, the display goes black and my monitor is getting no signal. Then i have to hold the power button. Again, when catalyst loads up, The display quickly goes black, resets the mouse to centre screen and refreshes the desktop. It also makes squeeling sounds when playing games. Whenever i apply my changes in catalyst the display also resets itself.
Garbled display then a bsod happens when overclocking the card's core or memory.

It still has warranty, should i return it and get a replacement/refund?
 
It's a legacy card so i'm using the latest i can, catalyst 9.3

EDIT: It's a Radeon X1650 Pro, 512mb DDR2, AGP 4x
