Graphics Card Fan Running Slow

Over the last week I noticed that I was getting the VPU errors indicating that my graphics card is overheating so I opened up my case to have a look at the fan and it was running very slow, definitely not working to 100%. My PSU has been able to power it before at 100% and im stumped for ideas. Maybe the card fan is just giving in? by the way I have an ATI Radeon 9800pro.
