Graphics Card Install Problem

I am trying to install my Radeon X1600 Pro. I had it installed months ago, but then switched it with a Radeon 9600 Pro to see the performance difference. So I took the 9600 out and uninstalled all the drivers/programs that came with it, put the X1600 in and connected it. But now when I try to start my computer, all that happens is the fans on my CPU and my graphics card turn on full blast and the system doesn't boot up.

I have installed this card successfully before, maybe is it damaged?

When I take the card out, the system boots up like normally.

Note that there is no beeping of any kind, and I have an AGP card and slot.

Whats the problem?

Does it work with the 9600 in it? Or with no card in it at all. Even without onboard video, it should try and boot, but will give you the no video beep.
 
Yes it works with the 9600 and without a card.

There is no beeping just the two fans blasting. The monitor says no signal.

Do I need to disable the onboard video that came with my computer in order for it to work?

or maybe is it a power supply problem?
