Graphics emulator

can someone explain to me what a graphics emulator is?
from what i have gathered it tricks your computer into thinking it has a better grahpics card
 
Well I know that graphics emulators (suck as DOSBox) can allow you to play old games on newer computers. As far as I know, I have not seen anything that can do the opposite and make your hardware seem better than it is.
 
an emulator allows you to play older games and games that aren't made for the pc. A friend uses dolphin (the best emulator imo) to play games from the dreamcast! the emulator ports the games to work on a pc

Yeah but Dolphin rocks anyway. :D It's my pseudo-game of the month. :P On my current rig I've got SSBM running 50-60fps in most scenarios and 40+fps in the harder ones. Core2 Quad FTW! Anyway, I have no idea of an emulator that makes your computer think your GPU is better than it actually is.
