Green Line Problems??!??

Hello, so as you can tell by the title of this thread i will be discussing something that i have never seen before in any other PC other than mine. So let me get started, so the past couple of days i have been getting these green lines whenever i watch a video lets say on youtube that has a something black in it. Or even when i am playing a game and i am zoomed in while using a sniper rifle or scope i can see green lines on the outer parts of the scope, now, i have yet to find anything on this and i don't know what it is, i can't even replicate it. I also have every single driver up to date, i have no malware, and my harddrive isn't full. Now since i said that i can't replicate it, i decided to just make a draw presentation of what it sort of looks like, so keep in mind i actually drew these pictures. Also, in the picture the green lines are a bit big, but when the real thing actually happens their very small green lines and appear very quickly and all over the place.

My current specs;

CPU: Intel Core q6600 Quad Core Cpu

GPU: GTX 660

Ram: 8 GB

OS: Windows 7 Home Premium.
 
Could be a number of things:

You said your drivers are up-to-date, but have you tried removing them using Display Driver Sweeper in Safe Mode, and then reinstalling them fresh?

Have you tried a different monitor? If you're using VGA then the cable may be the issue.

It could be something is wrong with your graphics card - try it in another PC if possible and see if the same happens.

What PSU do you have? If your power supply is not powerful enough or is not sufficient enough to run your system then that could be the problem. Try another PSU if possible.

Is anything ovverclocked? If so, put everything back to stock settings and see if the problem persists.

May even be your RAM. Try removing a one or two sticks and/or checking them with Memtest86.
 
I'm not going to lie i really don't know to much about computers... But, my GPU was overclocked a bit and i don't know what a PSU is. Also, my moniter is connected using a white cable. I will also try re-installing my display drivers if i see this happen one more time.

What - you did everything I said?

If your motherboard has more than PCI Express slot, try putting the card into another slot.
