Gremlins or a Poltergeist?? Super Slow Boot Time

One day my unit wouldn't boot without going into a reboot cycle, then it wouldn't do anything. Thought I had a bad power supply, but it checked out good under load. After removing PSU, hard drive, video card, memory, etc., and then re-installing, the computer finally made it to the bios screen (not really sure why this had any effect). At this point I did a system restore with restore disks. Now it boots and makes it to the desktop, but several programs have been compromised and the usb hardware such as flash drive are not recognized. Boot time is approx. 4 1/2 minutes. Shutdown takes almost as long. Is my operating system screwed?? Perhaps motherboard going out?? What would have caused the boot problem to begin with?? Why are usb not working?? What the hell is going on with this thing?? Help!!! 2.66gig Powerspec 512mb mem., xp home OS, onboard sound and video, 56kb dial-up modem, 250 watt PSU
 
PS-Any help will be greatly appreciated. Also, I'm on dial-up and work away from home, so please check back if I don't respond to advice or questions quickly... I will be back and answer when possible.
