Okay, my dvd drive broke. so i uninstalled GTA IV because i couldn't play it without the DVD.
Once my new SATA drive got here i installed the game without a hitch.
Social club launches, logs me in, and i click play. after waiting for the cursor to change to the "reading disc" one the game will not launch. no errors or anything. it will just not launch.
I updated to the latest version before even launching the game or social club.
EDIT: if it matters i revoked the lisence when i uninstalled. could that have anything to do with it? when i rin the seculaunhcer grom the gta4 folder, it tells me the release date has expired or some crap like that.
