Hard drive formatting help.

Ok, I been trying to install windows 98 on my Pentium 2 machine for the last few days and I have been having some major set backs. I have cleared the hard drive of all its original content and I been trying to partition the drive, but fdisk will not work through Dos? I keep on getting an error saying that there is no drive available to run fdisk on.
I have messed with all kinds of pin and cable settings, but nothing has worked.
The drive is also in working order, it has been tested in another machine and it works fine. Any suggestions or ideas would be greatly appreciated!
 
Do you have it on the first IDE and set as master by the jumpers and does the drive show in the bios when booting
 
Come to find out... There was a zip disk in the drive and it was booting to that first... The computer is installing Windows as I type.. Sometimes I need to slow down and look at everything first...
