First thing first, Do not say memory if your referring to hard drives. Hard drives do not have memory, hard drives have storage space. Now for you question... If one day you had 17gb of free space and the next lost 9 and now down to 8gb then you need to run a virus scan or other scans to determine if a virus is replicating files or something. As long as you didn't download anything or do anything to take up that much space then you need to scan for viruses or spyware/malware.

Hard Drive

Sometimes, for some reason or another. They be extra temp files somewhere. Sometimes in the temp folders, windows or internet folders. Or in a folder called Local Settings, which is in the "c:\Documents and setting/yourname/LocalSettings/Temp"
And Local Settings folder is a hidden folder. You will need to un-hide it to read it. And delete the temp files. But be careful what you delete. I remember a while back that a program called Corel Draw did a dump like this and took a chunk of my hard drive of about 50gb. Found the temp folder it dumped to and deleted it. Got my space back.
