Hard drive noises and sleep mode

After about an hour of research I found out that the clicking noises my 2TB seagate external drive making is normal(see video for reference)

but it only makes the noise when hooked up to my windows 7 laptop. It does not make noise hooked up to Windows XP SP3. I can not find out why?

also, when i put my laptop to sleep via the sleep option, the harddrive does not go to sleep, i am assuming this is because it has its own power supply. Is there a setting I can use to make it turn off?

Sleep is standby, so it will still run certain components but in a low power state. You need to hibernate, not sleep, if you want it to fully turn off.
