Hard Drive reformatting?

I saved a laptop from destruction and bought it at a government auction. However they didnt' furnish administrative passwords and refused to give them to me. So now I have to figure out how to completely clean the hardrive of all the govt junk but, it won't let me since I don't have "administrative" priviledges...The laptop is an old ComPaQ Armada M700 with IBM Travelstar-Dara206000 6 gig hard drive. Any ideas on how to get past the admind accounts to reformat the harddrive?
 
You could invest in a new HD, as you probably would use more than 6gb.. I also believe that is you use a boot disk from www.bootdisk.com (win98se) you can do it fine before windows boots...
 
just pop in a windows cd and it will format ask if you want to format the hd or you could pop in a start up disk and run fdisk
 
It's a Windows 2000 Pro os...It basically locks you out from startup so you cant run a startup and/or a recovery disk. I've tried both already I actually broke open a brand new NT os package I had lying around to try it...
