Harddrive will not boot up

I`ve posted a couple of others questions about this but I`ve progressed a little on finding a solution.
I have a Western Digital 80 gig that won`t boot up on my pc. I already have a Western Digital 250 gig that I use as the main hd. The 80 gig came from my daughters pc (her motherboard is busted, maybe). I`m trying to download her files, pics, etc.
I can`t get the hd to show up unless I put it on the secondary ide cable as a secondary master on my pc. I`ve done every jumper sequence known to man (or woman). I`ve even disconnected my hd and tried to boot up with hers, no go. Both have Windows XP. I`ve been able to download files from the guest account from her hd onto my hd. I can`t access her main user account because she had it password protected and it says "access denied". The folder is there when I pull it up in the "documents and settings" folder where all the user accounts are located. My question is, is there a way to enter her password and access her (she has a ton of stuff) user account so I can save it for her on CDs?
I`ve read a lot of posts how to have two harddrives on one computer. But so far, I can`t seem to get hers to boot up as a main hd either even though I hook it up identical to the way mine is.
Again, the main question is, how can I access the locked user account when I cant get her hd to boot up as the main hd?

Tried putting the HDD into master and booting into safe mode?

Yes, I tried. It won`t boot up in safe mode but it does show up as a secondary master. I click on "My Computer" icon on my desktop and it shows up as one of my drives and I can then access the files. I was going to buy her a new motherboard but since I can`t get her hdd it to boot up on my pc. I decided to wait. It was working fine on her pc until, now don`t laugh to hard, she plugged a laptop into a usb port on her desktop puter and it died. Don`t ask me why, guess she was trying be creative. Needless to say, she learned a hard lesson.
 
Thanks for the info, the microsoft article was right on target. We downloaded her files and now she`s ready for a happy dance.
