Thats what a budget is for really. Not exactly a formula but you know how much money you have to spend and you just don't go over it. If you're really looking for a formula try this: Budget-case-psu-mobo-cpu-ram-hdd-gpu-dvdr-monitor-os-keyboard-mouse=total left.

These items can vary based on needs, combo deals, MIR's, promo codes, etc. Trying to base a percentage of the budget compared to what you need is going to pretty hard.
